The change of postage rates made in August 2006 affecting both postage and envelope size has made life a bit difficult for all of us.
In an attempt at making things as simple as possible the following is the recommendation of the Sub-Managers for the handling of cards and envelopes both in terms of size and postage.
The three categories are: “Letter”, “Large Letter”, and “Packet”. Letter size envelopes may not exceed 240mm x 165mm x 5mm, or 100g in weight.
The imposed 5mm thickness limit will confine the number of average QSL cards that may be sent under this category, to, we estimate, somewhere between 12 & 15. So an envelopes size of 165mm x 115mm. with a 2nd non denominational stamp would be preferable for those who might expect no more than this in any four month period.
Large Letter size envelopes may not exceed 353mm x 250mm x 25mm with various price breaks by weight, 100g. 101g – 250g 251g – 500g 501g – 750g.
Generally, for those expecting about 30 – 40 cards in a four month period a C5 envelope with a basic Large Letter rate 2nd stamp should be used.
This will meet the 100g weight limit. For those who might expect larger volumes of cards, then an envelope of 230mm x 165mm and stamped at the 101g – 250g weight limit (currently 55p) would enable about 80 cards to be enclosed.
Why would you wish to apply a first class stamp to an envelope that you do not know when it might be sent due to the fickle nature of this system.
A day or two longer in a period of about six months is neither here nor there, so why waste your money?
1. Please ensure at all times that items sent to either the Bureau or Sub-Manager have the correct postage paid. Neither of them will accept to pay shortages so the package will be returned by the Post Office.
2. Sub-Managers need to have storage facilities for the holding of envelopes, which could be several hundred at one time, so it is important that careful consideration as to the size and type of envelope sent. i.e. DO NOT USE Padded envelopes, Hard back envelopes, or wet to wet gum envelopes, as these are clumsy to store, costly to post and restrictive in volume.
3. It is YOUR responsibility to have enough correctly stamped and sized envelopes held by you Sub-Manager to meet your future needs. Non denominational stamps are not affected by cost increases so it is best to use them. Envelopes inadequately stamped are considered null and void if the postage is not upgraded to the correct value. These again will be destroyed after some three months have lapsed.
4. Cards that cannot be sent due to lack of correctly stamped envelopes are held for about three months, following which they are destroyed.
5. Please, DO NOT send outgoing cards to your Sub-Manager for onward posting, they must go directly to the Bureau at RSGB Headquarters. Do not send outgoing cards in individual envelopes as this increases the weight to the recipient and also my not fit within the envelope size generally used for the return of cards.
The Sub-Manager is as likely to remove the card and discard the envelope.
